2009 Scion tC moonroof operation?

I just bought a scion tc and was using the moonroof. when i hit the on once, it pops open, when i hit it twice it opens halfway, hit it a third time it opens full. its the same processes to close it. is it supposed to stop halfway or open fully after hitting the on twice? thanks!
