I don't think these are hives...?

I thought hives are itchy, but these don't seem to bother my little girl. They are welts like the photos of hives I've seen...Big patches of raised skin (welts) and small ones, too. In all the photos I've seen of hives, the surrounding skin is fine, but with her, the whole area is red. Also, they are not appearing the fading and re-appearing in other spots, which I read hives does. They don't see to be bothersome to her at all. The affected area grew very rapidly (in 2.5-3hours time), changing from being one spot on her cheek below the eye (Which we though was a pressure spot from falling asleep on her hand. It was just red and not welty or puffy) to covering her whole cheek, almost her entire arms and legs, and on her side, and staring to swell (the swelling started with the cheek, then to the other areas.) Another thing I’ve noticed is that the rash didn’t seem to affect areas that bend like the backs of the knees and elbows and the waist. If you might know anything about this let me know, please. As far as we can think of, there haven't been any changes in what she ate, or in soaps ect. The doctor asked pinpoint Q's to determine if it's hives (ie. does it itch, and does it seem to move around ect.) so I don't know why he said it was hives if the answer to both of those is no????
