My horse swishes her tail when i try to touch her udder and trys to kick?

i can touch her anywhere else on her body but not there much. she will be 2 in may of 2011. i am just trying to get all the imprinting of later life things like noises and things that might scare her used in this situation. and this is one situation that i cant get past with her.
