What is up with this guy?

I meet this guy online back in Feb. and we talked for a good 4 to 5 weeks before we even meet. He lives 45 mins. away. We would have gone out more but he has broken 3 of the other dates. He is a fireman so his job is busy and when he doesn't work he has his son. Then he stopped talking to me in April and one night I got a phone call (the 1st of July) saying he really missed me and he wants to get to know me more. I asked him if he got scared and he said yes, but wouldn't tell me how/why? So, this past weekend he came over to my neighborhood and we were going to meet up and ofcourse the date night he said he had to go into work? Why does he keep making dates and breaking them? Is he in to me? It can't be a call b/c we live 45 mins. away. I just told him we need to talk more and actually go on dates to get to know each other and know he wont speak to me? What is up with this guy?
